Chunky Cucumber and Garlic Dressing

1 cup plain nonfat yogurt
1 cucumber, peeled and sliced
2 tablespoons sugar
2 tablespoons vegetable oil
1 teaspoon minced onions
1/2 teaspoon garlic powder
1/2 teaspoon freshly ground black pepper
2 tablespoons red wine vinegar

Stir yogurt in a small bowl until smooth. Add cucumber, sugar, oil, onion, garlic powder and pepper. Stir well. Gradually stir in vinegar.
Cover and refrigerate at least 4 hours to allow flavors to blend.
