Haddock Casserole

vegetable oil spray
1/2 pound haddock fillets
3 potatoes, thinly sliced
4 cups chopped cabbage
3 tart apples, thinly sliced
1 onion, chopped
1/2 teaspoon freshly ground black pepper
1/2 teaspoon basil
1/2 teaspoon marjoram
1/2 teaspoon garlic powder
1/2 teaspoon oregano
2 tablespoons margarine, melted
1 cup skim milk
1/4 cup bread crumbs
1/4 cup grated lowfat Swiss cheese

Poach haddock and crumble in large casserole dish. Steam potatoes and cabbage 5 minutes. Then layer 1/2 of the potatoes, cabbage, apples and onion in casserole dish. Melt margarine and pour 1/2 over vegetable layer. Repeat layers, add remaining margarine and top with milk. Cover casserole and bake at 350 F. for 45 minutes or until potatoes are tender. Uncover casserole, sprinkle bread crumbs and cheese on top and bake until brown and crusty, about 5 minutes.
