Italian Rice Salad

1/3 cup olive oil
1/4 cup lemon juice
2 cloves garlic, minced
1 teaspoon freshly ground black pepper
1/4 teaspoon salt
10 ounces artichoke hearts
1/3 cup sliced green onion tops
2 tablespoons basil, finely chopped
5 plum tomatoes, cut in half lengthwise, sliced
6 tablespoons grated Parmesan cheese
5 cups cooked rice

Combine oil, lemon juice, garlic, pepper and salt in a blender. Process 20 seconds. Pour into a large bowl. Add remaining ingredients. Mix well. Serve at room temperature or cover and refrigerate to serve cold.
