Melt margarine in a saucepan over low
heat. Blend in the flour slowly to make a roux.
Cook over low heat, stirring
constantly, until mixture is smooth and begins to bubble.
Stir in salt, pepper
and milk. Heat to boiling and cook 1 minute, stirring constantly.
